Weighing the cost of implementing a content management system (CMS) usually comes down to frequency of updates and their complexity. If you are only updating your site a couple of times a year and the updates are simple, adding a CMS is probably not a necessary thing. However if you are updating your site every day or week and/or the updates are more complex and time consuming, a CMS will pay for itself in short order.
